Security Staffing for the 2023 World Petroleum Congress
With Staff Sgt. Shane Joyce, Calgary Police Service
In September of 2023, the City of Calgary hosted the 24th World Petroleum Congress (WPC). The WPC is the triennial congress of the International Association of Oil and Gas Producers and is widely known as the “Olympics” of the petroleum industry. Hosting 5,000 delegates and 15,000 other attendees, the Calgary Police Service (CPS), as the agency of jurisdiction, planned all law enforcement and public security operations including staffing planning and scheduling.
The CPS formed an Integrated Security Unit including external mutual aid partners from seven other law enforcement agencies as well as multiple City of Calgary partner business units. Utilizing InTime, the CPS was able to schedule, deploy and accurately track costs for over 700 individuals and over 45,000 hours of related time. Tracking every hour of planning and deployment, including dedicated WPC activities for every hour worked, the CPS was able to provide an unprecedented level of accountability and transparency with funding and resources for a major international event.
Staff Sergeant Shane Joyce is a 25-year member of the Calgary Police Service and during this time, has had the opportunity to lead several large projects. These include an extensive use of force review with Retired Chief Justice Neil Wittmann; a sleep study with the Centre for Sleep and Human Performance focusing on police shift work; the implementation of InTime in the Calgary Police Service; several staffing and deployment reviews of patrol operations, focusing on scheduling and service delivery; along with large event staffing planning, the most recent being the security staffing for the 2023 World Petroleum Congress.
Having worked in various areas of the Calgary Police Service including Patrol, Finance, Executive Office, Real Time Operations Centre and currently overseeing the Service’s Fleet Operations, Staff Sergeant Joyce brings a wide breadth of experiences and skills to any area he works. His focus is always supporting his members and is a strong advocate for mental health and addiction awareness in the workplace.
Staff Sergeant Joyce has completed University of Calgary certificates in Professional Management; Workplace Communication; and Emerging Leaders. He has also received certification as a Law Enforcement Planner with the International Association of Law Enforcement Planners (IALEP) and Senior Police Administration from the Canadian Police College.

Turning the Tide: How Seal Beach Police Department Transformed Scheduling with InTime
with Lt. Julia Clasby, Seal Beach Police Department
InTime was introduced to Orange County, CA police departments in 2006 through the Integrated Law & Justice Agency of Orange County (ILJAOC) and used for managing court subpoenas. Seal Beach Police Department, the third smallest police department in the OC, delayed full adoption and integration of InTime for over a decade. Personnel assumed its scheduling benefits were unnecessary for a department their size and that implementation would be too arduous.
This presentation will share the overwhelming success of finally adopting InTime using successful change management strategies and also highlighting the blunders, pitfalls, and lessons learned along the way.

Lieutenant Julia Clasby has been a police officer for 16 years and currently serves as the Operations Bureau Lieutenant for the Seal Beach Police Department, overseeing the patrol, investigations, and traffic divisions, the Canine and SWAT programs, and serving as Public Information Officer. Lt. Clasby holds a master’s degree from Cal State Long Beach in emergency services administration and graduated from POST Command College Class 71 in February 2024. She is a police wife, full-time mother of three, and the highest-ranking female in the history the Seal Beach Police Department. In 2023, Lt. Clasby authored the nationally published op/ed “The Mother Cop Dilemma,” and the overwhelming response in support of the important topic of retention of mothers in law enforcement has led to speaking invitations at state, national and international conferences.

Taking InTime to the Next Level for Your Agency: Exporting for Payroll

Many public safety departments run on a scheduling system that is not part of their parent organization’s financial system. This creates extra work for department support personnel due to manual processes for re-entering scheduling system information into the City’s financial/payroll system. This can be time consuming and creates the opportunity for errors that create pay issues. Learn how the Modesto Police Department took their manual, duplicative time entry process and turned it upside down by exporting their scheduling data from InTime to a file that their City Finance Department could easily import for more efficient and accurate processing of payroll.
Jill Blakeley serves as the Public Safety Business Services Analyst for the Modesto Police Department in Modesto, CA. In this role, she oversees critical functions such as payroll, purchasing, and budget management, ensuring operational efficiency and financial accuracy within the department.
Since joining the Modesto Police Department in 2016, Jill has held various key positions across Records, Training, Payroll, and Purchasing. Her expertise in these areas has been instrumental in the department’s financial and operational initiatives. Notably, Jill emerged as an InTime expert during her tenure in Payroll, where she played a pivotal role in the department’s first Payroll Export launch. Together, with her team, she developed comprehensive audits and checks to guarantee the accuracy of exported data.
Jill is currently an active member of the InTime Experts Program and Think Tank, where she collaborates with other agencies to share best practices and drive continuous improvement.

Join Operational Planning Sergeant Julien Ponsioen as he shares how Metro Vancouver Transit Police Department leverage the Training Branch in InTime to Test Shift Patterns, Optimize Schedules, and Enhance Staff Training.
Julien Ponsioen joined the Metro Vancouver Transit Police, in 2014, after a 21-year career as a Paramedic. At the Transit Police, he worked in various roles including patrol, community engagement, and bike patrol. In 2021, Julien was promoted to Sergeant and took on the newly established position of Operational Planning Sergeant.
In his new role, Julien has taken the department’s use of InTime from a simple scheduling tool into a comprehensive solution for all sections. He is implementing the block demand features for the dispatch centre, worked on integrating payroll enhancements to replace the existing system, and developed the training branch to instruct other supervisors on effective use of InTime.
